Not All Social Insurance Administration Organization Contributions Rise 100%

Jakarta, 09/09/2019 MoF - Head of Communication and Information Services Bureau Ministry of Finance (Kemenkeu) Nufransa Wira Sakti explained that not all Social Insurance Administration Organization (BPJS) contributions rose 100%. Increase in Class 3 by 65%, only Class 1 and 2 increased by 100%.
 
"That (100% increase) only applies to Class 1 and Class 2. For class 3, it is not that big. For Class 3, the proposed increase is from Rp25.5 thousand to Rp42 thousand, or rises 65%," he explained.
 
Specific to Class 3 independent participants, it will only increase to IDR 42 thousand, the same as the contributions for the poor and disadvantaged whose contributions are paid by the Government. Even Class 3 independent participants who are truly incapacitated can be included in the Integrated Database of Ministry of Social Affairs so that they are entitled to join in the Recipient of Aid Contributions (PBI) whose contributions are paid by the government.
 
In raising this contribution, the government considers 3 main things, namely participants' ability to pay, efforts to improve the entire Indonesian national health insurance (JKN) system to promote efficiency, and mutual cooperation with participants in other segments.
 
"The government is very prudent to calculate so that the contribution increase does not overload the community excessively," he explained.
He added, if there were participants who felt that it was really hard to pay, they can pay for lower class, for example from originally Class 1 to Class 2 or Class 3; or from Class 2 down to Class 3.
 
He emphasized, the increase in BPJS fees should followed by JKN system  improvement as a whole as recommended by the Financial and Development Supervisory Agency (BPKP) whether related to membership and contribution management, service and claims management systems, and strategic purchasing.
 
This contribution increase plan is also the result of joint discussions by related units, such as the Coordinating Ministry for Human Development and Culture (Kemenko PMK), the Ministry of Finance (Kemenkeu), Ministry of Health (Kemenkes), and the National Social Security Board (DJSN) which will later be stipulated by Presidential Regulation (Perpres).
